Try using posterize. Then I might be tempted to trace in Illustrator to give it more of a cartoon look like your first image.

first thing i would do is analyze the look of an older photo that you like – are the colors saturated? is the black really black? is there a lot of contrast? is the white balance warm or cold? to get the look of old photos you have to match the look that you like. drag a photo you like into the one you’ll be modifying. put them side by side and try to match the look and feel by adjusting curves, hue/saturation, levels, adding noise, etc.

Looks like it was done in Photoshop to me. Objects cut out and pasted into layers above one another, with drop shadows to add dimension.

What is the size of your source video? 1920×1080? 1280×720? DV (720×480)?

Your image is 5616 pixels wide. You want the enlargement to be 10 ft (120 inches) wide. So, by calculation, without loss of quality in your original image, you’d have to reduce the dpi to 46.8 dpi. I would try to keep your dpi around 100 dpi for best appearance. So, you will have to scale your image up to do so… unless 46.8 dpi works for you and your image won’t be viewed up close.

I’m not sure if you can use an action to add a watermark, but you can certainly create an action to resize and save images. Just start a new action, perform the necessary image resizing, and save the action.

I’d wiggle the position for the “horizontal shake” effect on the text in the first part. The second part looks like a quick position movement in 3d space (z axis) with motion blur.
