For me, it all boils down to the number of edit points I have to make. Lots of it and I’d prefer to do an edit in an editing applicaiton and then fine tune it as and when required in AE.
If you import the Premiere project into AE, you’ll still have access to the handles to make your edits.
2.5 minutes isn’t long. FWIW, depending on what’s required, I may even finish it off the AE work in Premiere. Premiere or editing applications have speed, something AE doesn’t have, especially for single or two layer stuff.

Which audio format are you working with? And like Steve said, a lot depends on your render and output settings. You’ll need to provide more info before you’ll get the assistance you want.

Take a look at Vegas and perhaps Write-on. Both allow for differing start and end widths.

Sounds workable. And my solutoin doesn’t need a Difference Matte. Just the Difference blending mode should do. That plus a few nudges for the precomped layer after each repeat frame is found.
But the best solution is to get the bugger to provide better files to work with.
