Alas, I suspect that the “angle” angle probably wasn’t it. I just tried that, the message DVDA gives is different.
Don’t mind the “track 2” reference. That’s just what DVDA calls the video stream — track 1 is the audio.
The question is why DVDA wants to recompress it. First, try saving the project, closing it, and reopening. Just doing that might get DVDA to recognize that the file doesn’t need to be recompressed.
If not, then maybe it does need to be for some reason. You say you used the DVDA video stream template, so the settings are probably fine. But just in case, post the specs that are listed below DVDA’s explorer window when you select that file.
Also go to the Optimize Disc dialog (File > Optimize) and note whether there are checkmarks or exclamation points next to that video.

Within DVDA, navigate into your video and make sure you didn’t accidentally add another video track (aka, angle). Even if it’s empty, DVDA has to encode that track.

You could do this in DVD Architect by inserting a menu page for each picture and set the menu’s background to that picture. You will be limited to 1GB total, as this is the total limit for all menus.
FYI, if your version number is 9.0, you have Vegas Movie Studio (and DVD Architect Studio).

Sure you can. In fact, Vegas comes installed with a couple Credit Roll presets with transparent backgrounds. The background color (and transparency) is set on the Styles tab.

On the left side of your Pan / Crop window is a column of buttons. The bottom one toggles the type of movement that is allowed. It sounds like you currently have movement set to Move in X Only. click that button until its tooltip says Move Freely.
Anyhow, the correct way to do scrolling — if you want to use the standard text generator — is to use the Placement tab. At the beginning of the keyframe timeline, move your text to the bottom of the window. Then set a keyframe at the end of the keyframe timeline, and there move the text to the top of the window.

I think some clarification may be in order. My interpretation of your post is that you are working on a project which has an image (this is one event) and several other videos (multiple events), and you want the videos in B&W.
If that’s the case, the simplest thing to do would be to put the image on one track and the video clips on a different track. Then apply the B&W FX to the track with the videos.

Actually, you do want to use the video stream templates. Then you do a second render for you audio using AC3 (or PCM) for the file type.
If you encode a complete MPEG2 (with video and audio in the same file) out of Vegas, the audio is encoded as MPEG. DVD Architect will not produce a DVD with MPEG audio, so it simply going to have to re-encode that audio to a proper format (again, AC3 or PCM). If you give the audio file the same name as the video (other than the extension) and save it to the same directory, DVD Architect will pick up the audio file automatically.
No point putting the audio through a double-encode and risk a drop in quality.

All highlights come in at the loop point, which you had to have moved from its default position (the beginning) in order to use keyframing. Where did you move the loop point to? Does the highlighting kick in there? Does for me (DVDA 5.0).
If you’re expecting the highlight to “move” with the button, don’t. DVD menu highlights are static.

Same place you got Vegas. If you bought a disc, it’s on the disc. If you bought Vegas as a download, you can download the Media Manager from the same place.

In order to produce high definition DVDs (Blu-ray, to be precise, since HD-DVD is dead), you would need DVD Architect Pro 5.0 and a Blu-ray burner. Using what you have (guessing Vegas Movie Studio 9 and DVD Architect Studio 4.5?), your DVD project will be standard definition — 720×480.
That said, if you bought an HDTV and a DVD player that can up-res standard definition to high definition, you might get a relatively “high quality” image. Though I suspect that this works for commercially produced videos a lot better than for home produced ones (since they’re starting out with such high quality content and encoders).
Personally, I wouldn’t make the investment just to watch some photo slideshows, but that’s just me. 😉
