An alternative workflow that I think would work if you need to timeremap audio as well (AE only)
– Select clip with TimeRemapping Speed applied in Premiere
– Right Click Make New AE Comp
– IN AE select clip and Right-Click PreCompose
– Double click to enter Precomp, Apply Twixtor with default values
– Return to main comp and renderAs you see Timeremapping is the inverse of Twixtor speed

It’s hard to visualize exactly what you are asking without visuals

You can try as a post process Video Gogh with a real tiny brush size like 0.01 Size and it will follow the background canvas.Pierre

Actually you can precomp your clip you want to retime putting Twixtor set to 100% on it (in the precomp) and use AE timeremapping (Layer|Time|Enable Time Remapping) and it will maintain the pitch, and change video speed all at once.
