It is there already. But better to use it with PPro2.

As Mike said Posterize Time is your tool. It is in PPro 1.5 too.
It acts little different than old hardware trick, where you tell how many frames to stay still. In Posterize Time you have to tell how many frames you want to have in one second. For example in 30 fps material Posterize Time frame rate 15, gives you good old two frame strobe. -
You can activate one empty video track on the timeline and use right mouse button over your material in project window and choose Overlay. Or you can use right mouse button and Open in Source Monitor, then use icon on the lower right corner to toggle audio off.
Also you can remove audio track later from timeline by selecting, right mouse again, Unlink and delete unnecessary audio track. -
Just little stupid question. Is your card Decklink Pro or Decklink HD Pro? Decklink Pro is SD only.

Just use Blackmagic PAL 10 bit 16×9 project and everything is fine. Sony DVW-790WSP is producing high quality Standard Definition (SD) PAL video. Don’t worry about picture elements, the brochure is only telling you that the camera has good enough sensor to produce suberb SD video.

We are using Quantels with PremierePro 1.5 and Decklink Pro cards succesfully together. What generation Paintbox you have? What was actually your problem? Grab still frames?
You can also use Deck Control to grab PSD files. -
As Baz said, if you use Capture window, first Export to tape is messed. It repeats 12 first frames twice or keeps repeating first frame 13 times. But next export is OK. We use BlackMagic RS422 in PPro2, edit delay 5 frames. So if you don’t use Capture in same session, Export to tape should be OK.
