    1.5 has the strobe light effect but I need the basic vanilla strobe effect that came on every a/v mixer since the beginning of time. I am upgrading to 2.0 and I am hoping it has this most basic effect.

    You might be wanting Posterize Time effect?

    As Mike said Posterize Time is your tool. It is in PPro 1.5 too.
    It acts little different than old hardware trick, where you tell how many frames to stay still. In Posterize Time you have to tell how many frames you want to have in one second. For example in 30 fps material Posterize Time frame rate 15, gives you good old two frame strobe.

    Look at Effects tap >Video Effects> Time> Posterize Time. Defauld is 24.. but 12 to 15 works good.
