Take titles and text and protype for example. Changing the size of a text objects bounding box in the preview window scales the text inside. It does not change the boundaries in which to format text. So you set text size via a combination of font size and scale factor.
In a page layout program the bounding box defines the boundaries in which to flow/format text.

By definition you cannot turn interpolation off when the crop is not the same size as the project output. The crop must be resized to project output size.
If the crop is bigger than project output then the crop still needs to be interpolated(resized) down to project size.
If the crop is smaller than project, the crop is interpolated up to project size.For best quality you want the crop size greater than or equal to the project output size. The closer your crop is to the project size the faster the resize will be since there are less pixels to interpolate from the crop. Less pixels means less work.

What is your project setting?If the crop size is not the same size as your project setting then an interpolation is done to generate each video frame at the project size. If your project frame rate is 30fps, then that means Vegas must generate 30 interpolations per second.
Interpolation is a time consuming process. A million cores won’t help. It is single threaded. GPU enabled in Video prefs seems to help.
Depending on the size of your stills, reducing their size can help. So long as your crop/pan never gets smaller than your project size you are okay. You can use some tool like Infranview or Photoshop to reduce your stills dimensions.

Use pan/crop. Do not use track motion.
If your project setting is 720 and your crop size is 720 then Vegas will not do any interpolation.

What does your project consist of? Video or stills. I have seen Vegas have issues with stills that have crop/zoom/rotates in playback.

“server” I mean whatever is sending me the video file. It may or may not be different than the server sending me the video file. I am using the Chrome browser and I was watching the amount of data received per second by Chrome in the Windows 7 resource monitor.
Peoples internet connections are typically not very fast so you better know what bitrates you are encoding your video to. I am assuming the Amazon S3 will let you serve whatever bitrate you want from a video file. I say this since services like Youtube, Vimeo, Smugmug all re-encode videos to their own standard bitrates.

What is the bitrate of the MP4 file?
I only seem to be getting 70,000 bytes per second from the server. That is certainly a problem for video streaming.

AVC = H.264
therefore, Sony AVC and MainConcept AVC are the encoders for your needs.
MainConcept AVC supports the streaming feature for MP4 files. This allows a video to start playing before fully downloaded. You can do this to any MP4, but you use another utility program to modify the file.

As for the size of your video, that is purely dependent on the bitrate you encode to. Every encoder in existence gives the same file size at the same bitrate.
AVC encoders will give you better visual quality than other encoders at lower bitrates. XDCAM is mpeg-2.
