I feel unqualified to critique this since I’ve never tried this effect myself, but I do have one comment. I think if possible your black lines should be thicker and less detailed. Her shirt and nose area are a bit “dirty.” Just an honest opinion which I hope you were looking for! Otherwise looks pretty cool!

It’s probably too late now, but you might consider beveling the alpha of your frog tongue to give it some depth. However, if it’s only 25 frames you might hardly see the difference.

This is for a “film flash,” but I’m sure you could adjust it to make it look more like a camera flash. A sound effect will definitely sell the effect the most though. -
Also Stroke and Write-on effects create that sort of look. They won’t exactly be caligraphic, but they could reveal calligraphy in an image/text file.

Yeah, you don’t really need any expressions to make a car. Precomposing is the key though. That way you can keep all your car parts together yet still animate the wheels turning and so forth. However, if you wanted the wheels of your car to roll perfectly along the ground without “slipping,” you may need an expression.

You might try parenting, but that won’t solve all your problems (especially if you did anything with opacity or effects).

The effect “find edges” may also help you get what you’re looking for. -
How can it be gradual yet quick? If you want the effect to be longer than Aharon’s you can easily extend it. I’m also not familiar with Cold Case, so I don’t really know what the look you are going for is.
