Do you want your video to replace what they have on the Nasdaq sign in the photo or just create the whole thing from scratch? Either way in After Effects you can use tools like distortion and liquify to make your video/images/whatever bend as if it were on a 3D curved sign. If you move your camera or rotate the image, however, this 3D illusion won’t work.

If you don’t have Trapcode (which I don’t and I’m sure many people don’t) you could try using the stroke effect several times. You know how you make a motion path with the mask tool to get the stroke to reveal your image? Well, you could create several duplicate images and apply a slightly different motion path to each layer, creating a streaky look. Obviously the width of the stroke has to be fairly small on each one so that they each reveal a small portion of the logo. Then, if you want the logo to “fill in” all the way after it is brushed on, you can animate the stroke size (not sure what the proper term is here) and all your individual strokes will eventually reveal the whole thing. To make it look less smooth and more realistic you could try roughening the edges of your strokes. Hope that helps. Let me know what you end up doing!
