Your converter should work fine in CS3. Check the Device Control Options and make sure DataVideo is selected as the Brand. And obviously the converter needs to be switched to Digital.

Use Encore..give it PCM and it will transcode to Dodly automatically.
Dual layer discs do have a bit more compatibility issues than single layer discs.
It all comes down to compromises. -
Mpeg 1 layer 2 audio is not part of the NTSC DVD specs and while it works at times, sometimes not or well.
Do you have Encore? It will reencode the PCM to Dolby. -
Export the credits as DV.avi. Then overlay that clip on your timeline and export your movie as mpeg again.
There is something causing a spike in the bitrate at the end. -
Windows Media Video 9 supports what I call is a URL Flip. Put a Sequence marker near the end of your movie. Double click that marker and enter the URL including https://
and if the target is a frame based web page, enter the name of the frame.htm
After the video has played, it will launch the target’s browser. -
Window>Workspace>Reset Current work space (Editing).
ThaT will reset the titler as well. -
A Analog/Digital converter is the only way to go. Ads Tech Pyro A/V Link is less than $200.

Open a new project in Encore and click the Advanced tab of the New Project window. Does that give you any clues?

Providing you use Encore to author and encode the audio as Dolby, 129 minutes = 3900 kbps video bitrate for a single layer disc. That is pretty low quality unless you use Dual layer discs.
If you insist on cramming that much on a single layer disc, choose 2 pass VBR…max= 6mbps, average= 3.9 mbps, min = 2.5 kbps.
