That export interface is legacy and not sure why they left it in.
File>Export>Adobe Media Encoder and then choose H264 as the Format. This will give you complete control of the bitrate. -
AVCHD typically is compressed to about 15- 20 mbps. HDV about 25 mbps. Your little camera compresses to only 5? Is ther no other options in the camera?
I suspect that is the root of your problem…decompressing during editing and recompressing again already very highly compressed files.
I would still try to export at 15 mbps. -
5 mbps seems awful low for HD…try 10, 15 and 20 mbps.

Update CS3 to 3.2 and the EX Project presets should be at the bottom of the Projects presets.

Delete the following registry folder;
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr
entVersion\Explorer\AutoplayHandlers\Handlers\AdobePremiereCameraArrival -
File>Import and then browse to the folder with the 270 subfolders and select it and then choose “Import Folder”

Try opening a new project and then importing the old/corrupt project into it.

Your concern is likely a preview issue. Viewing photos at less than native resolution at any percent other than 25, 50, 75 or 100 will cause artifacts. Change the program window’s zoom from “Fit” to one of the above.
Also if you plan on any pan/scan, do not select “Scale to frame size” as Premiere will create (in media cache) a new version version of each photo as your Project Settings resolution. This is like generational degradation and for Jpegs a quality hit.. -

This is a known issue and so easy to turn it off and verify.
