You a kinda limited as there is no way to adjust VCD settings. DVD burners are very cheap…step into the 21st century!

A VCD is a legacy format of very low quality and is interlaced for playback on TV.
What is your target audience? PC playback or TV or both? -
Your drive config should handle most anything if it is not nearly full or badly frAgmented. Does rendering preview files help?

A likely cause is the hard drive’s inability to read the audio in a timely fashion. Possible causes…using one hard drive for source and preview files and conformed audio. Also badly fragmented drives will frustrate the reading abilkity of the drive. Nearly full (over 80%) drives get very slow.

Not as much as any other method.

Best bet is to play the DVD from a stand alone player while capturing it in Premiere, using your camera as a analog/digital passthru or use an A/D converter.

For best results for a 2 hour movie you will need to create a custom preset. 2 pass variable bitrate;
Minimum 2 mbps
Target 4.4 mbps
Max 7 mbpsAlso move the quality slider to about 3.
This will take about 6 hours to encode.

Premiere Pro is really not good at editing already compressed files, especially Mpeg. Your preview problem is common. Suggest rendering previews (Enter) first if you plan to do more than just cut the stuff up.

If the flickering area does not more a lot, I would use a track matte to blur just the area affected.
