Dave, see if this technique from Gary James on the Sony Vegas forum works for you.
Make sure you’ve copied the VIDEO_TS folder and it’s contents to your hard drive first.
Vegas allows you to open up a DVD .IFO file. This imports the entire .VOB chain for both video and audio tracks.
Click File / Open, then navigate to your VIDEO_TS sub directory and enter *.IFO in the File name input field.
For a regular DVD you will see a VIDEO_TS.IFO, and a VTS_01_0.IFO.
Select the VTS_01_0.IFO file and click on Open.
Don’t try this on a DVD disk because Vegas will try to build an .sfk file containing audio peaks in the VIDEO_TS directory. -
On the middle event, place the cursor at the end of it, hold down the Ctrl key and drag it backwards (increases speed) the desired amount.
You can achieve the same thing by right clicking the video event, selecting Properties and changing the Playback rate. If you do it this way, you’ll have to shorten the event on the timeline so that it doesn’t repeat. Look for the inverted V at the top of the event and drag backwards to that point. -

Diane, I’m glad to hear that you were able to get it working.
As far as old machines are concerned, my home computer is at least 5 years old as well, still running XP Pro and I can read iPad and iPhone videos just fine.
Blame it on the weather, computer gremlins or anything else that comes to mind 🙂 -
If you have Vegas Pro, use the masking option in Pan/Crop to cut out the original text.
You need to have a layer of solid black with an RGB value of 15-16-14 under the video clip or the masks will show through.

Mark, glad to hear that it works for you. The fact that it does tells me that your suspicions about a corrupt and/or truncated file are probably correct. In light of this news, don’t bother to post the file as you know that it’s the problem.
