Short of using a compressor/limiter, why not just lower the master output level as desired?

I stand to be corrected but I don’t think the HDV format offers this option.

In my experience, Vegas will only trim the stuff you tell it to trim so I suspect you’re making an error somewhere along the way.
As far as the quality, what was the quality of the original footage like?
How long of a video did you render?
The longer the video, the more is has to be compressed to fit so the quality will be reduced. -
Either drop the VOB file directly on the Vegas timeline or go the File – Import – DVD Camcorder disc route and browse to the folder containing the files.

DVD Architect is famous (or is that infamous??) for incorrectly reporting file sizes.
Check the actual file sizes of the MPEG-2 & AC-3 streams that you rendered and, if they’re under the 4.3 GB limit, ignore the warning and render.
BTW, my bitrate calculator gives a CBR of 6300 or a VBR of 7800/6300/3700.
If your numbers are close to that, once again, ignore the warning. -

AFAIK, the only format a miniDVD disc gives you is MPEG-2. -

As I recall, there’s still more info there than what I quoted.
“Layout” is the word to search on. -
If by “pull the whole frame closer”, you mean zoom in on the clip, Pan/Crop can definitely do this.
Place your cursor at any of the 4 corners (it’ll change to a 2-headed arrow), hold down the left mouse button and drag it towards the centre.
Be advised that, if this is a video clip, zooming in too much will result in a decrease in the image quality. -
More information is generally helpful with generic questions like this.
Is your Preview window set to Preview?Auto?
What’s your CPU speed?
What kind of files are giving you problems?
What version of Vegas? -
The only way to do this is to place it on it’s own track.
Is this something that you could do in Pan/Crop instead?
That would avoid having to do it this way.
