There are probably several ways to do it.

One would be to lay down markers on every beat (easy to do by doing an audio preview [by pressing . on your number pad] and then hitting the * key on your number pad to lay down markers.
Apply an expression that messes with time remapping based on the index of the layer.
Then, just split the layer on every marker (probably a script for that).
Bam. A new frame for every layer.

You can also trigger layer animations by layer markers with expressions. I wonder if there’s an easy way to iterate a value…

You could mess with the x scale of the layer.
You could make the arrow animation flow over a cylinder in C4D Lite and just mess with the cylinder’s shape in C4D.
You could also do the animation on two separate layers one behind and one in front. Sandwich your logo in between.

  • There are some beauty things in Red Giant’s Magic Bullet suite.
    There’s also Beauty Box.

You can just cut images out in Photoshop and animate them.
If you want to get fancy with things, you could get a 3d model.

You could add stuff to it like CC Vector Blur.

  • Isolate the sky (you might need to use rotoscoping [link] if this is footage you shot), then apply a levels effect, adjust things brighter, and use masks to place where the effect shows up. (Twirl open the compositing options for the effect in your timeline panel and hit the plus button to use a mask.)

Read this page [link] for information on the Depth of Field effect.

You might try messing around with the 3d Stroke effect from Red Giant’s Trapcode Suite. I’d bet you could get some cool results from that.

You could get pretty close to something like this messing with the settings in Fractal Noise (or the similar effect in Red Giant Universe that uses different algorithms).

  • I’m not understanding what you are trying to do. You can preview audio by pressing . on your number pad, then when you press spacebar, it’ll stop where it was so you can do what it is you need to do. Alternatively, you can press * on your number pad during playback to drop composition markers (if no layer is selected) or layer markers (if a layer is selected).

Move your layer to the same position in 3d space as the road you want to highlight. Then draw the road on with masks and the stroke effect. This way you can edit the mask in the footage panel, but view the result in the composition panel.
