There are probably several ways to do it.
One would be to lay down markers on every beat (easy to do by doing an audio preview [by pressing . on your number pad] and then hitting the * key on your number pad to lay down markers.
Apply an expression that messes with time remapping based on the index of the layer.
Then, just split the layer on every marker (probably a script for that).
Bam. A new frame for every layer.
You can also trigger layer animations by layer markers with expressions. I wonder if there’s an easy way to iterate a value…
