That feature hasn’t been in AE since CC 2015 released. However, it didn’t quite get removed. It just didn’t get added in. If that makes sense. They redid a huge piece of the core of AE and some features didn’t make the cut to get put back in for whatever reason.
They’re still working on it, mind you, so there’s a chance it’ll come back. Add your vote here: Display Render Progress in Windows Taskbar – Adobe video & audio apps (uservoice.com) and have every AE user you know vote on it too to help it get more traction.

There is an old script that could kinda do this: aturtur / Cinema 4D splines to After Effects masks Not sure if it’ll work in current versions though.
Only other option I know of is to auto trace something.

Sounds like the Labels add-on from aescripts + aeplugins is right up your alley.

Animated Fractal Noise with Mosaic applied affects the color and a different one affects the opacity (as a Track Matte or with the Set Matte effect).

It just scrolls through the zoom levels available in the zoom drop down, right? This isn’t changeable.
