I would do more work on the color, especially in the beginning everything is a little flat. Add contrast for one.

Wouldn’t any DVD-Recorder work? As long as you have component out for your video a simple $100 deck should do the trick. Of course you get the ugly menus but if this is just a viewing copy that should be fine.

4:3 and 16:9 are the same resolution, they just have a different shape (aspect) to the pixel. Make sure the clips and the sequence have “anamorphic” checked and the footage will display as 16:9.
No need to use compressor for this.
