wish there was a way to set import prefs so I feel your pain. In the end you have to do what you have to do, all part of the editing gig. Either left them as 2 channel and then just unpatch the unwanted track in FCP or use the setting for each clip.

there is a difference to the IS, on the older version is should never be used if the camera is on a tripod but with the new IS it will smooth out tripod moves. It is also better handheld.

with regards to the 70-200. It is the IS that you are paying the extra for. The IS-II has too modes that now works on a tripod.

There is no PAL-NTSC audio, but the question is how was the conversion to the video done.
DId the PALs timebase change from 25 to 24fps? If so you apply that same speed change to the audio (pretty sure you will have to convert it to aiff files and then back to ac3.)
If there was just a pulldown add to make the 25 playback at 29.97 the audio should still be in sync.
Make sure you are going to 23.98 or 29.97 framerate for the NTSC and not true 24 or 30 fps.

I would keep the footage as shot throughout the editing process. If in the end you want to make it progressive than you just do that at the very end with just the movie file.
Unless you are doing a film out at the end I would keep it interlaced.
The one thing that I would recommend you do, is to convert the footage to ProRes on capture, keep everything else the same.

There is no industry standard, FCP has a big slice of the piece but an Avid user would disagree with what is the standard.
iMovie doesn’t even come close to FCP. FCP comes in a suite that offers all the tools that most people need. (but there are always plugins to buy).
If you are working in a professional arena get professional tools, 1K for this software is cheap. AVID and Adobe on the same level but a little more money to get into them. If you can working with a lot of outside editors FCP would probably the most common software being used.
On a Mac your options are
FCP (Final Cut Studio)
Adobe Premiere Pro

A low bitrate will break up a lot of times when it is going from a still image to a fast camera move. You have to play around with the bitrate settings.
For 130 minutes you can up the average to 4.3Mbps and I would lower the max to 6.5. Make sure there are compression markers at the start of each of the camera pans.
Also you need to be using ac3 audio.
Test this on at least a 20 minute section, it has to start with the shot of the screen for a few minutes and then into the camera move. See if that helps.
