How do you plan on getting the captured files from the G5 to the MacPro?

You edit in the codec you capture in. If you need to same space or are doing a multicam project on a slower system or drives you might capture offline as DV25, do your edit and then you recapture as HD ProRes your final timeline. With the speed of the systems and drives these days and working with DVCProHD or ProRes we don’t think in offline/online editing, the original captured codec is used throughout the entire process.
I have used software RAID for years, I get over 400Mbps from 10 drives striped together. I have a manual backup scheme still have a safety net back not a keep on going if you lose a drive but I can build a 10GB system for under $2500. If you are doing only a couple of streams of DVCProHD or ProRes you should be fine with 2 or 3 internal striped drives.
Maybe I have overlooked this but I cannot find what HD decks/format you are using.

If you are planning to use the single internal system drive as your capture and editing drive you are headed for trouble.
HD can be anything from HDV, DVCProHD or ProRes (to name a few) ProRes needs a faster drive. Some HD decks have FW connections so no card is needed but they are HDV and DVCProHD decks. Without telling what you are using it is hard to give a workflow. But you will have to buy more stuff, may not need to be super expensive but there is more to buy.

It will run just fine, especially FCP itself but…
Compressor for one, really like the extra processors now and there is a good chance the next version of the OS and FCS will really take advantage of the extra processors.
So the question is do you have the extra money, if you do, it would be well spent and who give you a little longer life on the system. If you are just coming up with enough money to get the system and understand and can live with a “slower” machine, it will running everything just fine, that includes all the software in the package. So the money buys you better future performance not the ability to run the software.

Frame control in compressor will not do anything, you are not resizing your footage. There is also reason to deinterlace, and in doing so you are reducing quality, you have interlaced footage, keep the m2v encode interlaced.
One enemy of m2v encoding is video noise, where you probably have a lot of. There are some filters our there that will reduce the noise and the encoder by BitVice has a noise reduction setting that might help.
If you just want to try what you have try exporting the FCP timeline Using Compressor. Make a CBR preset at 6.5 Mbps (encode the audio as ac3), this will give you the best with what you already have.

The DVD itself can never control the player, bring up its set up screens. All it does is to read the information that it has been set to. You would have to use a menu explaining how to change the settings.

that is not specific, step by step, what you have done. Trouble shooting requires you to stop, think, and then proceed slowly taking notes of what you are doing.
Have you tired another cable?
Does that cable work between the camera and the computer? If it does it is not the cable nor the FW port of the camera.If you can get a hold of another FS and can get that working you have a bad FS or port on the FS.

$200 is not even coming close to high end systems, but that does not mean you cannot get high quality DVDs. At that budget take a look at Sonic.com they make software for all budgets, up to about $100K.
Yes you want to create your still menus and overlays in something like PS or IL.
