Compressor can certainly do CBR encoding in mpeg2
Encoder Tab> Quality> Mode> One Pass CBR
But if quality is your issue that is something else.

Understand the differences but since his main footage is DVCProHD with all its limitations I would keep it all the same, his HDV footage is not 10 bit anyway so once again there is no real gain in going to ProRes, the banding and jaggies are already in his footage.
Now if you have 10-bit material to begin with I probably would not go down to DVCProHD because of the reason you listed, but that is not the case.
But in the end it is not that big of a deal, main thing is to get it out of the HDV codec.

FWIW, Kona 3 does not have RCA audio out unless you also get the breakout box.

If you use adapter you lose all the internal meters and to set the aperture with the camera. Not the end of the world and a lot of people want to do everything manual. If you already have good/fast nikon lenses get a good adapter for sure. The ones the pros recommend are around $75.
the 50 1.8 is a good lens but that type is really bad in manual focus. I would get the 50 1.4 instead but a lot more expensive but a much more usable lens for video.

All you need to do it to Remove Duplicate Frames in Log and Transfer and it will be 23.98 clips. but you still have a codec and size difference. You should take the 720p clip that are now 23.98 and convert them to ProRes and 1080p to match the 7D clips.
Next time you should shoot the HVX in 1080i24pA and that would be a better match to the 7D.

If it was me I would convert the HDV to DVCProHD to match the other footage. While ProRes may play nice why have to different codec? I would agree about using ProRes if there was not DVCProHD to match up with.
But like others have said, a little time up front will save a lot of time through out the edit. It will also retain quality.

just drop it in DVDSP and burn it when you are done authoring.
Make sure you use ac3 audio also.

and all you compressor settings are?
Have you setting Multiplexing in the Extras tab?

Sorry, stuck between FCP 6 and 7, I still use 6 more. But yes, in FCP 7 it is Send to Compressor. And make sure you change the Encoding Mode to CBR, it will take a lot less time and normally gives you better results if you are able to use a high bite rate like 6 Mbps.
And by info I mean every setting, people want detailed answers and the more info you give us the easier it is for us to help you. We spend more time trying to track down the real problem then giving the answer. Just give advise on how to get better help on the cow.

if you do not have a clip selected and active “n” will toggle it on and off and it stays. IF you are moving a clip and hit “n” it will change back once you let the clip go.
Once you get use to it it is a nice way to do it. I like it better but it did take some getting use to.
