Is it rendering those sections. I have not used FCP7 for multicam much but I 6, if I rendered the section or left auto render on it would take me a moment to realize what has happened.
Then of course making sure that Play Multiclip is selected under RT tab.

If you are coming from a solid white to the video, and you don’t have an handles on the material (clip actually starts at viewing frame one.
Place a colored solid set to white for the duration of the “fade” you want above clip. Then change the opacity of the solid from 100% to zero. This will give you a fade up from color.

This is different from what you posted.
Here clips are 29.97 vs 23.98 (not an issue for the bar problem but it is an issue, what are they)
Here you say your seq is DV50 NTSC 48kHz – 23.98, but not anamorphic, like you did before, which is it, this is probably the problem, if is it not anamorphic than your footage gets letterboxed when you put it on the timeline. You need a new seq that is anamorphic and it will not give you the bars.But there is not such thing as Letterbox “Off” on the camera, there is normal (4:3) Letterbox (4:3 Letterbox) and Squeeze (anamorphic) what did you shoot.
Use 24pA when you want to edit true 24p, this is best for DVD. This pulldown should be removed on capture.
Use 24p when you plan to edit in a 29.97 seq and combine the footage with other 29.97 clips from other sources or cameras.Then why are you editing DV50, that is not what you have, you have DV or DV25.

Black bars, left and right or top and bottom? Did you shoot 4:3 or anamorphic (Squeeze)?
You need to give all the details of your clip and sequence.

Zacuto did a shoot out and the only thing everyone like on the Nikon is in very low light, but that is also the D3 which is major $$$$$ I think over 3K.
The Zacuto shoot out is worth watching, a lot of useful info and good advice along the way.

With the Canon you can use old Nikon non-AF just fine as well and any of the AF lenses that have the aperture ring on the lens barrel (of course you lose AF) but your meters still work.

You are at a dead end. All the new cards are PCI 2, and you have PCI 1 slot none of the NVIDIA will work properly.
The new PCI 2 ATI cards like the 4780 (or 4870 I get confused) is a PCI 2 but with ATI they seem to work fine, at as fast as in newer system but faster than the older cards. For that budget you would have to get a PC version and flash the firmware, read success stories but I don’t think that is for the timid.
Color cannot work with 2 cards, no problem with dual monitors on the same card.
For Color and Motion right now ATI cards are better. You may want to try to find an ATI X1900 that is used for about $100 but graphic cards are not really a thing I would buy used and the new X1900 is more than the 4870/4780?.
Don’t worry to much about the port there are adapters.
All that to be said you (and I’m in the same boat) are at a dead end with those systems, they still work fine but there is not much up grades for them, with CS5 and eventually when the next FCS comes out, they need the new video cards to really fly, software will work but just not at full speed. I would save the money and get really to buy a new system within the year.

I think you maybe the first person to not have a problem with the duel. But when they worked they were fast, the USB Panny will be slow. It is USB, it will max out at about 1GB/minute. The Duel did 2-3 GB/minute.
