No, not kidding, it really does work, just like my copy of 2015. Context around posts are an important thing. Not sure if your are just venting, looking for help or something else.
Even posting your configuration can help, if others are having problems with the same config or are not, helps to narrow down which systems are having the problem.

L key or SPACEBAR will turn still frames into moving video.

I agree Walter about the head scratching. It doesn’t seem like they took that much of a step forward. The one thing they did upgrade was the Thunderbolt ports to Thunderbolt 2. That will help with the pipeline a bit.

That’s one way of doing it…. although it usually is a combination of footage and delivery resolution. I would try to avoid upscaling any video if at all possible.
An example would be, if you had a project that had 70% shot in 1080 and 30% shot in 720 with delivery in 720, I would work in a 720 timeline to avoid upscaling 30% just to downscale back to 720.

A VU weighted meter is basically an analog meter. If you remember in the analog days, 0 VU was ideal but you still had a 10-12db pad before distortion or until audio went in the red.
With digital audio, anything over 0 is clipped and will sound distorted. So that is why -20 is kind of the new 0 VU and why they want peaking to not exceed the -12 to -8 range.

Setup a Preset for Quicktime/ProRes in Media Encoder. It will then be available to use in Prelude.

Your Mac mini will come no where close to specs with the video card. It is a integrated in the motherboard so no separate processing. Also doesn’t come with a monitor.

Check your plugins. I think all of the Premiere issues have been fixed, but not sure if all plugins work under Mavericks.
