24-25 is 3/4 of a semi tone. Very ugly
As an audio pro that also grades/ onlines in FCP, I would highly recommend using an audio professional with either MPEX3 or Pitch N Time. I haven’t heard any other software that does a length/pitch change properly. For a music based program, this to me is a no brainer.
PAL SD is interlaced so your progressive image will be displayed in an interlaced wrapper. PAL digi beta only records 50i. I suspect your output card (Kona or Decklink) will add interlace if you make a none sequence anyway. If in doubt, try a small sample in both sequence types.
As I have often stated, I would use external hardware to do the picture conversion.

I presume the sequence is a finished program, so if it has titles, grades, graphics etc, then uncompressed 10 bit is my choice.
DV does bad things to titles and I never output a QT in that format

Bottom line is that if you think you can mix audio by banging a peak limiter on a nest, then you seriously need to send the audio to a pro. You don’t just slam one 3wayCC on all your shots and hope they look right do you?

HDV to ProRes. Least overhead on your processor. You will need better than USB drives however. FW 800 minimum
AIC is old and tired compared to ProRes. Everything else you mention are not edit codecs so HDV is second best after ProRes.
That said, you really need FCP6. Vers 5.1 is just there for HDV and doesn’t yet know about ProRes.

iDVD is a toy. You should use DVD Studio Pro and read up on using Compressor to create your mpeg file. Letting iDVD make the mpeg from your DV quicktime is not going to look smooth.

A few matters of confusion. Shift fields is happening because NTSC HD is upper and NTSC SD is lower. Nothing to do with centre cut versus letterbox.
Most broadcasters prefer 16:9 anamorphic (often called Full Height) This is automatically centre cut on analog broadcast and correctly displayed on digital transmission with a suitable 16:9 monitor. It is also correct for DVD.
Deinterlacing has nothing to do with downconversion. It is a look and should be thought about carefully. FCP’s deinterlacing is poor and throws away resolution. Third party plugins like Nattress are better and let you control blend parameters shot by shot. Compressors deinterlace is also better than FCP but is global and not shot specific. Given the look of the program was meant to be ‘home vid’ I would not deinterlace.
By far the best downconversion is to use an external hardware device like Teranex, Kona cards or even the built in downconvert in the Sony HDCam decks. They all look better to me than Compressor and the worst is letting FCP render down. The shift fields issue is only happening when you drop the sequence into an SD FCP timeline. All the hardware options fix this automatically on the fly in real time.

If you do a 24 to 25 or a 23.98 to 25 you will have to pitch correct the audio. I recommend an audio pro with either MPEX3 or Pitch N Time to do this job. 24 -25 is 4% and 23.98 to 25 is 4.1%. Beware 23.98 on long form projects however as the correct ratio is a six point decimal number.
4.1% is an approximation which will work fine TVC’s and music vids.

There is a free VST plugin called tape stop which does the slow to stop. VST plugins don’t work in FCP and I am unsure if they work in STP.
I understand that Protools has a speed up and slow to stop plugin as well. Might have to farm the audio out unless someone knows of an FCP or STP equivalent.

With the september release of Snow Leopard, I would expect a 64 bit version of FCP before too long and the 8 core will probably make a big difference. Meanwhile Compressor should perform better on an 8 core and everything else in the FCS2 package will like the extra RAM.
So the $800 will be well spent as the computer will last at least six months to a year longer than a single quad.
