The group that all your images are in was scaled up over 500%. So the filter is rasterizing the image, which is then getting scaled very larger. Setting the Artwork/Effects group back to 1005, then scaling the image to 100% fixed the issue. (without the filter, the scaled down image and the scaled up group cancel each other out).

Why export anything? Why not just drop your Motion project into FCP? If it looks fuzzy after rendering, go to Sequence > Settings, Render Control tab, and set Motion projects to Best.

Yes you have to first remove the parameter from the rig before you delete the rig.
