If I understand your question correctly, you’re going to want to use the Stroke effect. Create a solid or adjustment layer, trace your lines using the pen tool, then apply Stroke. Animate the Start and/or End point, and you’ll be in business.
OR
Depending on how complex your object is, you can also bring your PSD in as a comp, then use the Write-On effect. Just animate your write-on brush tracing out the shapes in question, then set the effect to reveal the layer – this is down near the bottom of the effect controls.

I have this issue occasionally myself, and have never found a real solution. Generally, I just restart AE, and that tends to fix it.

Yup. Save it as a preset. Just have the layer in question selected, then go to Animation > Save Animation Preset.
Voila.

…or Illustrator, if you want to REALLY zoom in.

I’d suggest using an expression slider, so you can keyframe your “bounciness.”
Also, since the expression forum exists now, you should probably ask this there instead.

This’ll be easy. It’s one of the text presets that comes packaged with AE.
Create your text layer, then choose “Apply Animation Preset.” There are a few different categories of presets, but I believe it’s under “Animate In” or something similar.

Eh. It’s one of the presets that comes packaged with AE. The letters fade up, one at a time, but they cycle through several letters as they fade on, then settle on the letter they’re actually supposed to be. It basically already uses a Character Value animator. You’re correct that if your source text is only made of numbers, that what it’ll use as if fades on… Unfortunately, I need the final outcome to be a word, not numbers. I’m doing an accounting-related TV spot, so I was hoping I could use numbers to transition the words on… I’m guessing there might be some sort of expression that could help limit the characters it uses? Animating the source text doesn’t really seem to do anything – you can’t use anything but held keyframes there, can you?

If it’s on the midiDV, it’s not in any particular computer format.
Tapes hold footage, not files.
Just do as the earlier posts suggested. -
Well, if you want it to look like Waking Life… They use special software to do it, but it’s basically frame-by-frame rotoscoping. Sorry. =)
