You can create them in the Timeline. You need to create a keyboard shortcut for Clip Markers first, though.

Drag and drop a representative clip on to the “New Item” button in the lower right corner of the project panel. That way, it will be perfectly set up for matching clip settings and project settings.

I don’t recommend a video card that is not certified by Adobe. That said, please don’t try and enable a non-supported card that has less than the required VRAM. You’ll experience more headaches than they’re worth. If you would like a video card supported for the Mercury Playback Engine, make a feature request: https://www.adobe.com/go/wish

It’s a Premiere Pro issue the team certainly knows about. Since it hasn’t been fixed yet, it’s likely a really sticky problem. So sorry for the inconvenience it’s causing. I’ll be sure to advocate for a fix ASAP, as I know it’s important to a lot of editors.
