I don’t know, if you freeze the frame at 00:18, and make it full screen, it appears that it is not the same guy copied & pasted multiple times. His stance is slightly different in each position, and more telling is the fact that his shadow varies in each position.
It could also be done with green screen and/or Photoshop. However it is not only be easier, but more realistic with masking.

Masking shouldn’t change the size of anything. Are you sure you’re not adjusting things on the “position” timeline? That would adjust the size. Masking just adjusts what part of the clip remains in view, while making the rest of it transparent.

The part where Xzibit appears multiple times on the same screen could definitely be done with masking. If you click on a video track’s pan/crop button, you will see two timelines on the bottom. Click on the one called “mask”, and then you can draw a mask around anything you want. Play around with it a bit, and you’ll see how it works.
To re-create that specific shot, I’d have the camera locked down on the tripod, and shoot about 10 or 15 seconds with nobody in the frame. Then have the subject stand in each location for about 5 seconds each, and of course have a shot of him walking towards the camera in the center. Part of making it work is composing the shot so that none of the subject’s various locations overlap – and that includes the subject’s shadow.
Then I’d isolate each 5 second clip of the subject standing in one particular place, and draw a mask around the subject in that clip. Then just stack the masked clips on top of the main clip.
I agreed to create a tutorial on masking in Vegas a while ago, and I am working on it, but other projects keep getting in the way. I hope to have it finished soon.

I have had experienced some framerate issues with 24p HDV files, but have found 30p HDV files to playback as smoothly as standard DV AVI’s in Vegas 7. All of the HDV footage I’ve used has come from a JVC HD100 camera.

I don’t have a solution, but I think the improvement in Vegas 7 is for “m2t” files, not “mpeg2” files.
M2t’s are HDV files. Vegas 7 handles these very well.
Mpeg2 is a file for making a DVD . I’m not sure Vegas 7 claims any improvement in playback of these files, but I could be mistaken.
That said, I’m surprised the mpeg2 files are playing back poorly. I rarely import an mpeg2 into the Vegas timeline, but I just tried it in V7, and it worked fine.

1 – use the Sony Cookie Cutter plug-in, select “rectangle”, and adjust the size & feather controls to get the look you want.
Or…
2 – create a GIF or PNG in Photoshop, which consists of nothing but a black border with rounded corners, with a transparent center. Then just place the image over your video track in Vegas.
