With the clips selected in the timeline, you will see these control in the Effects tab that will allow you to re-position the clip.

I would experiment with capturing a noise print in Audition and using the noise reduction process, then see if I could manually clean up a little bit more from that manually. With background dialog, this may not work, depending on the clip, though.
My second trip around I would try simply keyframing gaps in the primary dialog to reduce the presence of the background.
Without hearing the clips, these are only guesses as to how to approach it. The more presence the background dialog has, the more of a challenge this will be.
I am sure others will chime in with some great (and better) ideas as well.

It’s from Film Impact transition pack 1. (filmimpact.net/demo)
They offered a limited release of this transition pack where some effects (like that one) worked clean and clear and others would watermarked. If they still allow a free download, you could clear the issue by installing that transition pack, and just use the four transitions they permit you to use for free.

It’s an open source relational database that Microsoft has leveraged with one their products named Azure.
I do not use either, and it does not make an appearance on a search of my Win10 laptop.

It is indeed cross-platform. Of course, your client might be running an ancient PC or Mac. Or they may not be able to figure out (how many times I have had to deal with this one) they need to DOWNLOAD the file, not try to play it from their mail client.
Or they tell me they can’t play the file, when what they REALLY mean is they can’t FIND the file. They don’t have any idea where it went when they did download it.
Or they tell me the file won’t play, only for me to find out they are trying to play some file other than the one I sent them.
*Sigh*.

Tell us more about your footage and your timeline. Is your footage 60i, 30p, 24? What are your timeline settings?

Yes, it may be variable frame rate, which Premiere does not like at all. You won’t find an uncompressed audio option with h.264 MP4 media. H.264 is a delivery codec and is very compressed.

Seconding everything above. DVD is good for standard def video, and not much else, really. Unless I was using M-disc, I wouldn’t even use DVD for data storage.
You may need to look at alternative delivery, perhaps via YouTube or something similar. Anyone with a computer can access it, and at least see it in 720P minimum, which would be a terrific improvement over DVD standard def.
Otherwise, if you must deliver physical media, Blu-Ray video or data disc with a file they can transfer to their computer is the way to go. Some Blu-Ray players will read MP4 files on data-formatted discs and play them, but not all.

I note your Premiere Pro version is 2015 and After Effects is 2017. Perhaps, with all the under-the-hood changes happening to After Effects, that version difference is part of the issue too.
