This sounds very odd indeed.
Try to clean the cache from the preferences. Then restart premiere pro. If the problem persists you might need to reinstall.
Do this happen to all clips or just the VHS captured one’s?

Under the Workspaces Mrenu untick the “import from…” option. I am not in front of my machine zoo I forget the full name there.
Reset workspace can help…

Sounds like you need to clear the cache.
Preferences, Media clean cache.
Quit and Restart PPro.

Deinterlacing for web is pretty much the way to go. 🙂
TV or “Some” players on PC/Mac will work with interlaced properly.

To select and or move audio or video separately hold the alt modifier key to select just one element and then go about your editing as per usual.
If you just want to make a trim then hold the alt key and make the trim/ripple/roll,slide,slide etc…

In general if you are working with interlaced video content that will be screened for computers/web then you will need to deinterlace. Technically deinterlacing does remove one of the fields and or replicates it so there is no “gap”. It is essentially removing half of the detail and will be less sharp. Progressive can be either deinterlaced or blended whereby the fields blend together to make a single overlay frame”blend” of the two fields together, which again makes it even less sharp as the overlay creates extra “blur” type information in the frame from motion.
If the video is to be played back on either a computer with a player that can deal with the interlacing like VLC then you can set it to “blend” or “deinterlace” or another flavour. I suggest you test under conditions and export several versions to see what you feel is giving you the best playback results.
Upon exporting from the interlaced timeline you have several options: 1. set the “Field Order to None” which will make it progressive or 2. “Use Frame Blending” which will overlay each frame/field.
Good Luck, I am thankful I don’t need to deal with interlacing anymore, it’s always been a bit of a headache…

As Ann has mentioned, I wouldn’t use the “Use Previews” for final export quality, definitely tick the “Max Render” if you are exporting to a different dimension scale than what the edit is in originally.

Based on the idea behind the FCP workflow, whereby multiple editors work on separate projects that are dedicated areas of a single production to be brought together later, Premiere Pro can have multiple projects as such and then a master project can import the other projects and select either the entire project with everything being imported, including the bin structures or import just selected sequences and only the assets used in the imported sequences.
In this, 1 Master project contains all the imported projects instead of having mutliple projects open at the same time, which can create problems when someone saves over the original edit and the state of the project is never certain in the event of a power outage or app crash, whereby important things are accidentally deleted.
PPro’s workflow of importing projects or sequences with associated assets used leaves the original edits alone and therefore the originating editors can continue to work on them and make updates with specific new sequences that can then be imported and be used to replace or compare with older imports. The original project is never compromised.
