I haven’t used any of these programs because I shoot HD. I’ve just seen the comparison pictures on their web sites. I know Boris makes one (Boris Continuum Unit UpRez). There are plug-ins for After Effects but you need AE to use them. Red Giant InstantHD comes to mind; also Topaz Enhance. Not sure of any pure stand-alone application; mostly plug-ins.

Use 3D Track Motion on the TV overlay track. You can also use the Sony Deform FX to add perspective.

Improvement? No. In fact it will probably look worse. HD has 5x the resolution of SD so imagine zooming a picture 500% in Photoshop and think about what it looks like. You will also have the 4:3 to 16:9 aspect to deal with.
I would start by making a test render to see how bad it is. Try a little sharpening in Vegas. If that doesn’t look acceptable to your client you could try buying a program that specializes in uprezing SD to HD. They do a pretty good job but it doesn’t look as good as HD (but it looks better than regular SD would).
You could also convert your SD footage to HD by exporting all of the frames as PNG’s and batch converting in Photoshop and then reassembling into HD video. (this is essentially what the uprez plug-ins do). Very tedious but could work in a pinch.

As I said, Vegas will always show 1/2 of the available RAM. It doesn’t matter that the physical RAM in your computer is 4GB, Windows XP has an imposed limit that each application cannot use more than 2GB of RAM for data unless they are Large Address Aware (which none of the Sony products are). So Windows is giving Vegas 2GB of your 4GB of memory and Vegas is letting you choose up to 1/2 (1GB) for RAM preview.

2-pass doubles your render time in order to make better use of available bits. On the first pass it calculates the bits needed for each frame and formulates a plan to make best use of them. On the 2nd pass it does the actual encoding following the plan it has made.

It is not a bug. If you have 2GB of RAM it would be physically impossible to allow it all to be used for RAM preview since the Windows OS and Vegas application itself need RAM to run. Vegas allows you to allows 1/2 of the total RAM which for you is 1024MB.

You may be running into an imposed limitation of Vegas Movie Studio. You would have to upgrade to Vegas Pro to get 2000 x 2000 resolution which is the highest any version of Vegas can produce.

You can customize your keyboard using Options | Customize Keyboard… and remapping most keys that you want. I don’t know what you mean by “aarow”. If “cut” means make a cut in the event that is normally mapped to the S key for split but just find TrackView | Edit.Split and remap it to “c”. I can’t any reference to zooming the timeline in the keymap so I’m not sure if that can be remapped. J & L are already mapped to rewind and forward respectively.

Add the Timecode FX to either the media in the Project Media tab (to get the actual media timecode) or to the project on the preview window to get an overall timecode. You can also add it to events and tracks but for your purpose, the overall project timecode is probably best since it will be a consistent reference throughout the project.
