Paul,
You can copy your footage and your project onto a hard drive and open the project on another computer. If the footage remains consistent, then, after an edit session, just copy your project folder and send it (e-mail, YouSendIt, etc.) to the second user. Rinse and repeat. The updated edits will show up and you can proceed.

Boris Continuum Complete has a cartooner filter that you can dial in to taste. Seems to work pretty well.

A great solution is the Avid VideoRAID ST and SR disk arrays. I have used them in conjunction with Media Composer on an HP xw8600. The speed, reliability and storage size is amazing. It allows me to concentrate on the editing instead of worrying so much about the hardware.

If you have Avid, do you have Sorenson? It can convert most anything you throw at it.

Other than that, I’ve had a lot of success with TMPGEnc.

If you were using Avid DVD, I would have an answer for you. It’s really simple the way Avid sends this info over. I don’t know of a way with other DVD authoring applications.

480i/24pA can be edited natively in an Avid 23.976 project, which you select after you click the “new project” tab.
