Encore doesn’t have any drawing tools.
However, you could do this with a shape that you convert to a button. Go to the Library, grab a rectangular shape, and then resize it so it covers your menu. Convert this to a button, and then go to the Layers panel and hide the shape (and delete the highlight layer if you don’t want it).

Yes, you could do that if you put the JPEG files in a slideshow or timeline and link to it from a menu button.

Encore CS3 can’t be purchased separately. It is only sold with Premiere Pro CS3.

It’s the Video Background property of the menu. You can clear it by opening the menu in the Menu editor, going to the Properties panel, clicking the Motion sub-panel, and then clear the Video Background field.

There’s no way to do it in Encore alone using Encore’s subtitle feature – Encore’s subtitles are only for DVD-Video.
I’ve never done this in Flash and am not sure if it’s even supported, but your web developer may be able to overlay text using Flash…check with him/her.

I don’t have an answer as I haven’t got a LaCie BD burner, but if you don’t find an answer here you might want to check LaCie’s site – they may have recommended media.
Encore CS3 doesn’t support dual-layer BD burning.

Andre, in my first reply I stated that Encore CS3 does not support subtitles for Blu-ray. It’s unfortunate that this information was obscured with subsequent off-topic discussions.
For Blu-ray authoring with subtitles, try Sonic Scenarist. There may be other authoring systems that support subtitles for Blu-ray, but I don’t know of them.

Did you import any MPEG files? If so, where were they created?

Your method is highly unorthodox, but I think maybe I can help.
Your audio problem may be a conforming or other issue with Encore Preview. Burn a DVD RW and test it in a player.
Your Check Project problems are multitude: You have too much data in the project to burn to disc, your two Main Feature timelines are not linked to by menu buttons or anything else, your slideshow is also not linked to by anything, and your menu has overlapping buttons.
There’s no simple solution to these problems without you providing more detail.
How much video is in your project (duration)?
Are all of your buttons stacked on top of each other?
If you have slideshows and timelines, how are users supposed to get to them? You can either link to each from menu buttons, or set one of them to First Play, then link to the others by end actions. I assume you are choosing the former, since you have a menu.The third problem is the same as the first. Burn a DVD RW and check it in a DVD player.
The fourth problem is the same as the second. Every timeline in your project will be written to the DVD. Your fourth screenshot shows that you have over 6 hours of timelines and slideshows. There is no way to fit this much onto a single DVD.
To solve your space issues – delete all timelines that are not being used. If you need them all, then you need to create multiple discs.
Finally, please accept this bit of advice in the spirit in which I am giving it (to be helpful): you really shouldn’t dive into a project with a deadline if you don’t understand how to use the application yet. This approach is doomed to failure.
Hopefully, you can work through your issues in time to meet your deadline. Answers to my questions above will be needed.

Try ImgBurn (free), then. That should be able to burn the image, no problem.
