Export your higher quality video as lower quality Quicktime, play with the settings to get the effect you want. Then re-import your video into Premiere to edit.

If you have After Effects, in includes a copy of Mocha, perfect for this kind of work. Look in the Animation drop-down menu at the top of the screen. Select Track in Mocha AE. There are plenty of tutorials online to learn the basics of Mocha.

Sounds like you need a Noise Gate. In the Premiere Audio Effects, add Dynamics to the clip or track. In the Effects Controls window select Dynamics > Edit. Check the AutoGate box. If you find that some words are getting clipped off when their voice goes softer, adjust the Threshold down. Also, having the Compressor box checked will help with your dialog too.

It might be as simple as a board swap. Those decks were made to be easily serviced. Finding someone with parts and who knows how to repair them is the trick.
If you have a lot of footage to transfer it might be worth it to fix. If you only have a couple of tapes then it would be better to send them off to a transfer service.

In the Effects Controls window for that clip, click on the little triangle that is Go To Next Keyframe, you’ll see you cursor go out beyond the end of the clip. The click the little diamond, between the left and right triangles, that is Add/Remove Keyframe. Repeat until all have been eliminated.

In the Source Setting, the bottom of the window that shows you the preview of your file there is a selection called Source Range, change it from Entire Clip to Custom and move the little triangles to set your In/Out points.

Did you Import the files or drag and drop them into Premiere? I’ve had better success with Premiere reading the AVCHD EIXIF data by Importing via the Media Browser.
Also, click on the pop-up menu in the Project tab and choose Metadata Display, this will open up many options.
