Apple’s Compressor will let you do that. When setting up and MPEG-2 preset you can go into the settings and have it crop or stretch the current image to the new size.

You can’t open FCP project files in anything but FCP 5.
Try trashing your user preferences for FCP 5 and restarting.
Do you back up regularly? Do you autosave?

1. Duplicate the layer and turn off the bottom (original) layer.
2. Select the top layer (the copy).
3. Selection > Load Selection and choose the Alpha Channel.
4. Invert the selection.
5. Delete.

Take screen grabs of the frames from the DVD player.
If you don’t have Snapz Pro check under OSX help for how to do screen grabs.

Run a deinterlace filter on the still images.

Many of these camcorders can also take still images and use the full size of the CCD for those.

Duplicate the layer twice.
Disable the bottom (original) layer (poke it in the eye).
Rectangular marquee select the left side on the middle layer, expand it 1 pixel, and delete the selected pixels. Rename the layer RIGHT SIDE.
Inverse the selection, expand it 2 pixels, and delete the selected pixels. Rename the layer LEFT SIDE.

Create actions that change the image size to the correct dimensions and save them as Droplets. All you have to do then is drop the files onto the appropriate droplet.
