Yeah.. I dunno if afterFX can make a line do its thing like that…
The cartoon you referenced is COMPLETELY frame by frame by the looks of it.. and possibly hand drawn..
I could be wrong – but I dont think so..

Didnt watch the whole thing, but it looks like some positional and opacity keyframes… nothing too impressive I fear 🙁
hardest part would be keeping track of the crap-ton of layers that you’ll have to make (text and pics, mostly text)
for making them pop in and out, just set a keyframe on the opacity at 0, move forward 1 frame and set it to 100… when you want it to go away do the reverse.. thats the majority of what i see in the video..
might wanna make everything 3d layers, then you can add a camera and move about too…
Hope this points you in the right direction..

I dont remember specifics, but you’re gonna wanna keyframe the birth rate so you have a “splash” of particles and then they die off…
you’ll prolly wanna move it around (the emitter) and turn the gravity down a little bit..
color correct the crap out of it and it should work out..
Hope this points you in the right direction..

I can’t tell.. Either way would work
if you did your chroma screen the right way, it should look just like the studio setup

what im seeing is this (bare in mind im not too terribly experienced) but if i was gonna make the shot this is how i would do it…
first off you got the kiter doing HIS thing (its only one of him)
you get that camera move where it spins to the side
you greenscreen the photographer with a similar camera move and composite him into the shot, rotoscoping the parts where the kiter(s) cross over him…
the multiple kiters is done with echo..
bunch of 3d camera moves and some flash effects etc and its done…
This is an EXTREMELY complicated, and visually gratifying shot.
I believe this is how it’s made, hope it helps.

can you take a snapshot of the thing you’re trying to track and where / how big you have your trackpoints?
your scanning region might be too big or too small.. the pixels you’re sampling from might be to similar to their backgroud etc.. there’s a hundred things that could go wrong… its hard to make a guess as to what’s freaking out without actually SEEING the shot..

how “realistic” does it have to be?
if they’re always gonna be moving, smiply cut a + shape out, make it a 3d layer so you can turn it 90* and make it flat… spin it on the axis, and turn on the emotion blur… you can use an expression to loop it (its in the radar tutorial)
its quick and dirty – but if its not for a full 3d model, I don’t think there’ll be any issues 🙂
If this works lemme see the result 🙂

if you wanna make your own.. you can play with the birth rate (keyframe it like b-rate: 0, skip 3 frames, b-rate: 20(adjust to your prefs), skip a frame, b-rate: 0.
that’ll give you that brief “burst” .. play with the physics (speed and gravity specifically) .. also the “particle type” – change that around till you find something you like….
also – I can’t remember where it is, but turn on the motion blur – this sells the effect pretty well even if it looks a tad lousy before.. it hides what makes the shot look unreal..
I hope my late-night ramblings help out – good luck 🙂

Go to the end of the 2 second bit…
go into the precomp
hold shift and drag your work area’s right slider to the left until it “snaps” to the current time indicator
you can leave it like that and edit, or just trim comp to work area…
I hope I understood the question.. if so, there’s a working answer for ya 🙂
G’luck
