This is a quick hack using BCC Spray Paint Noise
https://mangoinc.com/bcc_spraypaint.movThe noise layer was matted to an animating feathered solid.
There was a second layer over that later for more density.Noise seed was animated a little. Perterbation and percentage
were also animated.This isn’t beautiful – you could do better with a little more time,
and get more elaborate with spray strokes. -

You’ve got two filters in AE – CC Wide Time, CC Timeblend.
Definitely check out Boris Temporal Blur. -
I would just scan in something you like and use the Illustrator pen tool to
manually outline it.
The auto outlines leave you with too many points.
You also could try some of the illustrator brushes. -

It was done with device under $5 from an art store called
an atomizer. It looks like 2 metal straws at a 90 degree angle. Dip
one straw in India ink and blow from the other. It’s healthier
than a spray can and not as messy.Boris has a good noise filter for animating the effect. In fact,
the Boris package is gigantic now. One of the greats along with
Tinderbox and Trapcode – and of course, Digital Anarchy. -

Ah nevermind! I found that icon in pathfinder that gets rid of the innards.

My advice would be reduce the file to the most basic elements then try to work out a good design as a starting point. Sometimes you can get good ideas starting with motion or filtersl, but most of the time you lose site of the design, at least in my experience. It never hurts to look at other work for inspiration.
