At this time Radeon is not supported in VP17. Radeon was supported in all previous versions. The Vegas team is working on it and they hope to support Radeon GPUs again soon. I have a RX580 and am happy with it. I also have an Intel i9 9900k processor which has UHD Graphics 630 built in a that works well for the video processing I do. I do not do 4k, just standard HD.

Put the old GPU back in. In my experience up until VP17, Vegas was fasted on the AMD GPUs.
VP17 turned this around and now the NVIDIA cards are faster. The Vegas programmers are working on improving the AMD GPU performance but not there yet. Soon I hope.

All I can say is I have the RX580 and Vegas Pro v17 does not currently support the AMD GPUs like previous versions did. They are working on it, getting the bugs out. Lucky for me, when I built my latest PC, I decided on the i9 9900k which has the built in Intel GPU which VP17 does support and it works very well. I hope Vegas adds the AMD support soon.

Please let us know your thoughts on all of the plug-ins above that you try. I would we interested to see if one performs better then the other.

I would try Vegas Color Corrector.

Vegas Smart Upscale only has 3 options; Scale, Noise Sensitivity and Enable Enhancement.
Here is a screenshot of BCC UpRes, more setting options. But you would need to try them to see which gives you the best looking result.
