When rendering you will need to save it to your hard drive then off load it to the cloud so keep that in mind. I would recommend getting the largest hard drive or SSD you can afford, it seems that they fill up before you know it. I recommend no less than 500 GB.
I have the Sapphire Radeon RX580 graphics card and am very happy with it. VCE rendering really speeds up the process for me. It sells for about $250.
I assume you cannot build your own and you want to purchase an of the shelf system. I recommend building your own if you can build one.

I looked at this video and was able to follow along using VP16 and BCC 2019. All of the controls they used were the same even the demo was on an Avid. https://vimeo.com/151818907. I suggest you give it a try. The controls are easy and powerful.

It may be that you have that extra 2 minutes selected and also have render the selected area only box checked. Look at the time line and the selected area line just above it. Adjust the selected area to your 22 minutes of video.
