Contrast seems a bit too high, especially around the eyes. If you don’t want to change the whole frame, isolate the faces with garbage mattes and adjust the highlights and shadows.

The 10-bit 422 YUV codec under the “Uncompressed Microsoft AVI” heading should meet your needs. It was replaced by V210 in later releases of Adobe CS, and is equivalent to QuickTime uncompressed 10-bit 422 YUV.

I prefer DPX because it is 10-bit fully sub-sampled 444. Other options include QuickTime 10-bit 422 and AVI V210 (10-bit 422). If file size becomes an issue you might also consider low-compression codecs such as DNxHD, AVC-Intra, and Cineform.

One of the characteristics of the QT/Compressor wash-out issue is an increase in brightness within the shadow regions. In this case the video gets darker after transcoding.

It is not clear what you mean by HD quality. You could create a 1440×1080 sequence with square pixels and export to SD. Get the TV station’s specs to be sure you meet all their requirements (codec, frame rate, bitrate, etc).

You should see a difference in the RGB Parade and YC Waveform scopes. However, according to Adobe all effects within the pipeline must be 32-bit; otherwise the sequence will be rendered at 8-bit (and be susceptible to banding).

I recommend using 30fps unless there is relatively little motion in the footage (or you plan to stabilize the shots in post production).
There are a few options if you want to slow the video below half speed: repeat frames, enable frame blending, or use After Effects to interpolate new frames.

AME can encode directly from the AE project without an uncompressed file. However, if you are encoding multiple copies at different export settings, it might be quicker to generate an intermediate file and transcode several versions rather than re-rendering each time.

If the file needs to be QuickTime compatible, use AME to render an intermediate file and then encode a deliverable file with QuickTime Pro or Compressor. Otherwise, accept that QT may not be representing the video accurately.
