Switch the monitor panel to the YC Scope or All Scopes. Scrub through the footage and check whether the levels change noticeably. If so, place a keyframe on a frame the looks good. Apply Luma Corrector, Fast Color Corrector, or equivalent effect and place keyframes at different points to adjust the white, black, and gamma/grey levels so that the Y curve approximates the good frame throughout the clip.

120GB is feasible but might become a constraint over time. I recommend 180GB as a minimum; preferably 240/256GB formatted with 20-25% spare area, or a second SSD for cache files. Presumably there will be another drive for media files.

Unless there are special considerations, the general workflow would be editing the H.264 source footage and then completing the file with one or more of the following options:
– export a 10-bit 422 or 444 intermediate file for further processing (ProRes, DNxHD, AVC-Intra, Cineform)
– create a direct link from After Effects to the Premiere Pro project file; add effects as required and compress with AME
– export a compressed deliverable file using Premiere Pro or Adobe Media Encoder (H.264, MPEG2, etc.) -

After Effects can generate new frames based on the existing footage. Take a look at Time Warp and Frame Blending with pixel motion.

Try a few different speeds on a short test clip to see what yields the best results. Do you have access to After Effects?

The quick method is applying the Speed/Duration effect to an entire clip, or Motion keyframes to a portion of a clip. Alternatively, After Effects can be used to interpolate new frames; this method takes longer but produces better results.
Regarding the setting, 80% might be too quick; the footage will look slowed but not like slow motion. Fifty percent is probably the cleanest solution in terms of both appearance and technical implementation (presuming you are exporting at 24fps).

QuickTime does not recognize rectangular pixels and displays everything as 1:1. The 720 width is standard with rectangular pixels in both widescreen and 4:3 formats, but is not used as often with square pixels.

The QuickTime format supports uncompressed audio with H.264/MOV files.

The spec for distributed media (e.g. discs) is 720×576 using rectangular pixels to produce the desired aspect ratio when displayed. Double check with the person who will be creating the DVD.
