You can work around this.
Make your first animation with PI and Blocker.
Make a second animation with the blocker moved 1 or 2 or more pixels in the feathered direction you want.
Make a third animation moving the blocker further again.
Three is the minimum, you can use more.In a NLE or post prod app like AA you can layer the 3 animations giving the layers different transparencies thus creating a feathering of the blocker.
Some trial and error is required to fine tune this process.

What a luxury.
I live in a town of 100k people.
The local computer shops stock a miserable range of computer things.
The next largest town is more than 2000km away so I am condemned to beg for the educated opinions of experienced users on forums such as CC and scrounge through the mountains of conflicting contradictory reviews in hope of enlightenment.The good side is that I a rarely get fed a red herring here at CC.

How do these Viewsonic monitors go on non-native resolution settings?
My vision is a bit poor and I find that on a 19 inch 4:3 monitor 1280 x 1024 is my limit.Thanks

Probably not anything to the light rays.
You could put a flash/pulse of light behind the letters in time with the brightest ray emmission, or run a fine line of sparkles around each letter as the stongest ray is emmited.http://www.teliocide.com

You can create several cloud animations in PI with alpha channel, then in a 3d program asign these animations to large planes aranged in a line and then move a camera through the planes.
