Well, that’s very interesting. There are several Audio points of attention.
1 – I can’t register anything above 0dB, it’s very close which not too bad, there isn’t enough Headroom for my liking.
2 – The Voice has that atypical Male Voice issue of HIGH Peaks away from the Median:

Inverting Phase:
3 – I’ve also applied WaveHammer (VP) using Scan Mode set to “Peak”. RMS may use other bits of math for a more accurate assessment. But I believe you wish to keep it as organic as possible?
Conclusion: Inverting the Phase may get you what you want. Try it out. It does depend on the final Delivery specs – yeah? However, WaveHammer does and can wrangle-in wayward peaks. Be warned, use it sparingly! A little goes a long way.
This is a very absorbing issue.

Hi Harry! You’ve asked a simple and reasonable question. The answer/s are more complex than we’d like. In essence bringing down Audio Peaks and keep the underlying Peaks the same makes for a type of local compression that you may not like. You will loose the dynamic of relationship between the lower and higher peaks. It’s that organic Analogue appeal. You could get unwanted Phasing or Pulsing. It’s tricky…. Are there any Peaks above 0dB? And by how much? You could have end up with Clipping, which you really don’t want!
Having said all that you may find a simple and effective result good-enough for your purposes there are several Plugs and methods for attempting this:
1/ – VegasPros own Wavehammer
2/- Loudness Metering
3/- The 3rd Party The Levelator look this up at: https://www.videohelp.com/software/The-Levelator
Lastly, here’s an offer: Could you ZIP a small section of “Peaky” Audio and -3dB for me to have a go?

Hi Maria! Something like this, I doubt anybody could figure out the “why”, which at times like this do a Factory Reset and if that fails to improve matters, do a reinstall of VP17. And if all that fails then we can look deeper, but start with the obvious first ????.

Hi Elena! OK, I’ve checked out that Aperture Toolset. Looks great! If you are using VP17 this comes with a NEW, comprehensive, Color Grading Toolset. This has been one of the major upgrades made available to us using VP:
But only you can do a thorough Compare and Contrast process to determine if this is comparable or not.

Hi Jayden! Looking at your specs, i5 and your GPU, I’m guessing that VP17 doesn’t recognize the GPU and Driver set, due to its age. In VP17 MAGIX has deprecated several OLD functions and hardware setups. You could try accessing the Preferences Menus and applying the Legacy GPU:
