Yes.
As for Automatic Duck, it is a fairly expensive piece of software. I’m sure you can find out more through Google.

If you right-click on a keyframe you can choose different interpolation curves. One of the choices is Hold, which is not a curve, but keeps your setting until the next keyframe.

You use keyframes to define the positioning at any given moment in the track.
Be aware that the position will change on its own between keyframes if you don’t repeat a keyframe right before you want the change to happen. You could also set the keyframe interpolation to Hold for instant changes to avoid the in-between motion.

You can Save As an AAF file, but you will need Automatic Duck on the FCP side.
Can you just make a Quicktime of the whole project so it will open in FCP, or does the edit need to be tweaked there?

Are you saying that DURING capture glitches and sync problems happen(normal), or that there is a problem with the captured files afterwards as well?

AC-3 is audio only, so there is no direct relationship to your HD video.
