You could do it either way.
Render each section as a separate Mpeg/AC-3 then drop them on the menu for individual access, or if you want them to play in sequence, drop them on the overview window, then create a playlist or link them via end actions.

To remove a section of the timeline whilst keeping the relationships of the downstream elements intact:

Define the section with a time selection (click, then drag across)
Ctl/A to select all
Delete
Ctrl/F to Post-Ripple
Ctrl/Shift/A to deselect all

This also should answer at least part of how to group the interviews together. To reaarange the order, you probably want to use the g key to group your video and audio elements together so that they move in unison.

To make you audio levels consistant, adjust them either with track volume control, event gain control, or volume envelopes.

Set your AC-3 custom settings to:
Audio Service>dialog normalization > -31db
Preprosessing> Line Mode Profile > None

You can either adjust the FX by opening the FX dialog where it’s applied.
If you want adjust it over time, you can use envelopes on the variables of assignable FX at the track level (icon in upper right of FX dialog)by adding points anlong the track and dragging them up and down.

Evidently the paradigm you are trying to apply is not the way Vegas works.

Apply FX by either adding it to the media, event, or track, or you can apply it to a bus and send the track output to the bus (A,B,C, etc).

If you want to assign an FX to a bus, add the a bus using the insert bus button on the master mixer (where the audio meters are).

To see the audio bus tracks, hit the b key. You may need to drag the bus section upwards to see all of them.

Ad your FX to a bus, then route whatever audio tracks you want to that bus.

Without knowing what kind of material you are working with and what your use will be, it’s not easy to answer that.

It’s unlikely that rendering as uncompressed will serve any purpose beyond creating huge files for you.

Vegas 7 works fine with vob files. Try dragging them over from the Windows Explorer.

DVDA4 has some burner compatability problems. I have never gotten it to work with my Pioneer burners.
