Make your text smaller so that the brush stroke can cover the text. Then make a pre comp and scale it up to the size you want.
I haven’t actually tried that but I think it should work.

But, using this process (https://library.creativecow.net/articles/oconnell_pete/roto.php) will give you the best result.

You could make a sequence of your projects, export it as a quicktime file, put it on loop, and go to the full screen mode…
Or, you could make a DVD with a menu and have it auto play after a few seconds.

First thing that comes to mind is Stan Brackage’s (spelling?) painted and scratched film strips. If that’s the look your going for, I’d consider using Photoshop CS4, but I don’t see why it couldn’t be done within After Effects. The only reason I’d use Photoshop for this is because it should give you more options for manipulating each frame.
If your trying to get “normal” footage to look like it’s been painted, go crazy and experiment with some filters in After Effects.

From what I’ve read, it seems like most codecs render at about the same speed. If it’s just for a test, I’d go with an H264 and use specs similar to what Vimeo suggests. You’ll get a decent image and the file size will be relatively small.

Have you considered a PC and the ADOBE Production bundle?
For $4,000, you could end up with a much faster PC. But on the other hand, you wont have FCP.
