Thats poor advice. You never want a high bitrate that high. Spike will often occur even in the best high end encoders. Plus many players will balk at high bitrates.

And to make things clear, 40 mb/s video is max for BD. This project needs to go onto a 25g disc

No MVC encoders require 2 streams either shot this way or converted from a 2D image. Here’s a good read:

Well, the answer would be no. Use a web design tool. Besides, Encore DVD to Flash converter does not work properly.

Encore is your only affordable option here but its incredibly buggy so count on alot of road bumps. Personally I think you should send this work to an experienced BD author like Warren.
Not to sound Doom and Gloom but its rather sad to see how many people looked foolish in the past when they cant deliver a product to the client.

What Noah said….and no offense but only the studios have issues with piracy. An independent production is not loosing money to pirates.

The only way to view HD on a set top is by making a Blu Ray disc. Toast will do that as well as Encore

Well your dealing with a highly compressed codec to begin with on the DVD (MPEG 2). Taking that and making it DV is another level of compression since DV is a highly compressed codec. Remember you’re going to have to compress again to go back to DVD. 28G is not that large when working with Video. Transcode to a lossless or uncompressed codec is definitely best practices here. Stick with your original workflow, I say.
