No. Use Encore (which is included with PPro CS3) for DVD authoring.
You will also find links to many free tutorials in the PremiereProPedia that will quickly show you how things are done in Premiere Pro.

Less compression means larger files. That’s just the way that it is.
Disk space being so cheap I prefer to work with the large files to retain maximum quality until encoding to the final delivery format.

The “easiest” way to do this is to scale up the clip and use a matte to mask the top and bottom. There is a template in the titler for exactly that purpose.
As you have discovered, scaling a clip up has to create extra pixels which causes a drop in quality. You could try After Effects for a slightly better scaling quality, but don’t expect miracles. 😉

At this point it will save you a lot of headaches and time to convert the problem clip to a format that will definitely work. If you’re doing standard definition work then convert the clip to DV AVI before importing into PPro.
