All effects that have adjustable parameters will appear in the Effect Controls Window after you add them to a clip.
If the “Brightness & Contrast” effect is not working for you then use the “Adjust” effect. Details are on page 269 of the Premiere Pro user guide.

A shot in the dark, but I noticed you’re using 16 bits per channel. You might have to use 8 bits per channel to get it to work as expected.
Try re-exporting just a few frames as a test and see what PPro thinks of them.

Convert to a lossless codec like lagarith before importing into PPro.
