I’m not a fan of the eDVD mentality, purely because it requires the user to have to install software to use the content. In my mind, if you stick a DVD in a player to watch a movie, it just works. It should be the same for the content too.
Try this software here https://www.intellidisc.com/ – I’ve wondered about it for some time now but not used it. I think, however, it will do what you want.

UDF 1.02 is the UDF spec used by DVD-Video – there have been developments of the UDF spec since then, but this is the one laid out in 1996. HD-DVD Blu-ray should use UDF 2.5 and/or 2.6.
The point is, as 1.02 is DVD-Video spec, that should be all Encore is able to produce!!

If you can get away with it, try and put some ‘stylised’ faint noise / grain into your sequence before you encode it – this helps the encoder not produce banding….

This setup i ahve described is am Athlon X2 3800 cpu….

Hi again,
Fianlly got a chance to try this out.
Did the repair idea on 5.5, and that did not work.
Uninstalled and then put on 5.5.1 and this also does not work in Premiere 1.5.Is there some kind of log file or system check file I can give you to see why it might not be instlling properly?

Try other media for sure, as quality is a big issue. A company like TDK can and will use dyes from various sources such as CMC or Optodisc for example, and the qualtiy of the dyes vary hugely.
Verbatiim typically use Mitsubishi Chemical Corp or Taiyo Yuden dyes, basically pretty much the best.
You can download a tool that will scan your media to see the brand and also the make of dye, which can be pretty useful actually. Itr is free from here:
https://home.scarlet.be/~ping3828/downloads/dvd_identifier_430.zipAfter that, try burning your final masters at 4x only, which will be CLV burning (constant linear velocity) which means 4x from start to finish. This will make your data much more reliable and therefore readable afterwards.
